Leaders in Urban Governance Programme for Senior Management
The Leaders in Urban Governance Programme (LUGP) is a practitioner-led course for high-performing senior Singapore Public Service officers in the I&E sector who have demonstrated leadership potential and aspire to acquire broader perspectives on the urban development of Singapore.

Programme Outline
The LUGP critically unpacks the principles, considerations and constraints underpinning Singapore’s development successes. Using cross-sectoral, cross-disciplinary and integrated approaches to analyse urban issues, the programme examines strategies for working with communities and markets, as well as providing insights on leading R&D, engineering capabilities and models of urban development. The programme is based on:
- Urban Systems Studies seminars – Drawing lessons from the past
- Learning Journeys – Showcasing how Singapore delivers integrated urban solutions and demonstrating how People-Private-Public networks work together to translate and implement citizen-centric solutions
- Overseas study trips – Drawing parallels and contrasting Singapore’s urban transformation with the experiences of other cities, including New York, Shanghai and Suzhou
- Networks – Engaging stellar alumni, public sector leaders, urban pioneers and policy practitioners from the urban infrastructure, environmental, economic and private sectors
