Singapore-U.S. Professional Exchanges Programme


The Smart Cities Professional Exchanges (PE) Programme is a new programme under the US-ASEAN Smart Cities Partnership (USASCP), running from 2022 to 2024.

The Smart Cities PE Programme was announced during US Vice President Kamala Harris’ visit to Singapore in August 2021. It will facilitate closer collaboration and knowledge sharing between Singapore, the US and other ASEAN countries through the ASEAN Smart Cities Network (ASCN). This will contribute to existing climate initiatives by helping cities become more sustainable through lowering emissions. Upscaling green digital solutions will also maximise the benefits of technology from the digital revolution.

Programme Overview


This course will feature thematic sessions led by multi-disciplinary experts addressing key issues of smart cities, and will include, site visits, ‘deep dive’ scenario planning exercises, and interactive segments with public as well as private sector solution providers.


2022 edition

The inaugural edition which was physically held in Singapore in September 2022, garnered 15 participants across various cities from ASEAN. The edition was focused on “Circular Waste Management in the Urban Context” and we had speakers from both the public sector and the private sector to share innovative strategies on the sorting, treatment, reusing and recycling of various waste streams right from the urban planning phase. Participants also had the opportunity to see first-hand how policies were translated on ground through various site visits. Various frameworks for sustainable infrastructure financing were also explored.

Eligibility Criteria


Invited countries are Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Philippines, Thailand and Vietnam.


This workshop is for:

  • Mid- to senior officials from cities in ASEAN and have influence in shaping policy in various urban domains.
  • Officials who serve at the municipal, state, or national levels and holding responsibilities related to sustainable urban development, essential urban services, e.g.: water, health, food, waste, energy, transport, etc. and smart cities management.
  • [Note: These include but are not limited to, urban planners, water/transportation engineers, ecosystems/parks managers, technologists, public health directors, educators, sociologists, policy makers, financial management experts, solid waste directors.]

Applicants should be:

  • Nominated by their government
  • Proficient in written and spoken English
  • Fully vaccinated with WHO EUL COVID-19 vaccines
  • In good health
  • Prepared to participate actively in the programme

Programme Fee


This course is sponsored by the Government of Singapore and the Government of the United States of America.


These expenses include:

  • Course fees, including lecture fees, administrative fees, and course materials.
  • Accommodation for the entire duration of the course.
  • Transportation to the training venue and site visits during the course.
  • COVID-19 insurance for each participant for the entire duration of the course.
