Singapore-U.S. Third Country Programme: Workshop on Smart Cities


This Workshop is sponsored by the Government of Singapore and the Government of the United States of America under the Singapore-U.S. Third Country Training Programme (SG-US TCTP). Through the course, participants will understand the application of guiding principles in smart sustainable urban development and management based on Singapore and U.S.’ experiences and the integration of technological and biophilic solutions in developing smart and sustainable cities.

Participants will acquire practical policy application tips through networking and action planning sessions with practitioner and exposure to case studies from Singapore and United States.

Programme Overview


The course will feature thematic sessions led by multi-disciplinary experts addressing key issues of smart cities, and will include, site visits, ‘deep dive’ scenario planning exercises, interactive workshops, and networking sessions with public as well as private sector solution providers. This course consists of 2 segments: Segment 1: Webinars & Segment 2: Study visit to Singapore.

Segment 1 will be conducted on 10, 13, 17, 20, 24 Nov and 1 & 4 Dec 2020, 0900- 1130 (GMT +8).

Eligibility Criteria


  • Participants must come from the following countries/territories/organisations: Association of Southeast Asian Nations (ASEAN) Secretariat, Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Thailand, Timor-Leste and Vietnam.

  • This Workshop is for mid- to senior-level officials from cities in Southeast Asia and Timor-Leste – including the ASEAN Smart Cities Network cities – who have influence in shaping policy in various urban domains. Participants should have served at the municipal, state, or national levels and hold responsibilities related to sustainable urban development, essential urban services, eg: water, health, food, waste, energy, transport, etc. and smart cities management.

  • Participants must be able to attend all the synchronous e-learning sessions. They will require an internet-enabled device with Webex/Teams/Zoom installed, and an internet-enabled device with functioning webcam, microphone and audio.

  • Participants must be prepared for "live" sessions to be recorded and shared with other course participants.

  • Participants are to seek necessary endorsements from their respective National Focal Points (NFP) as part of their application.

  • Participants must be fluent in spoken and written English.

Programme Fee


This course is sponsored by the Government of Singapore and the Government of the United States of America (U.S.) under the Singapore-U.S. TCTP.

Under this TCTP, the Governments of Singapore and the U.S. will bear the following expenses for successful applicants, thereafter, known as “participants”.


These expenses include:

For full course:

  • Training fees, including lecture fees, and teaching materials;

For the study visit in Singapore:

  • An Economy Class round-trip air ticket;
  • A daily training allowance of One Hundred and Twenty Singapore Dollars (S$120) from the first day to the last day of the classroom-based component in Singapore;
  • Transportation to the training venue and site visits;
  • Basic hospitalization and surgical insurance
  • Accommodation for the entire duration of the course based in Singapore. Complimentary breakfast is provided in the hotel from the first day to one day after the course.

Participants are to bear their personal miscellaneous expenses that might be incurred prior to receiving the allowance. Any expenses out-patient medical/dental treatment for pre-existing conditions/illness will be borne by the participants themselves.

Application


  • Applicants may apply alone or as part of a 3-person team (individual online applications with remarks indicating on team members). Applicants are expected to be nominated by their government and head departments or projects at a national or city level. This Workshop is for mid- to senior-level officials who have served at the municipal, state, or national levels and hold responsibilities related to sustainable urban development, essential urban services, eg: water, health, food, waste, energy, transport, etc. and smart cities management.

  • Selection of candidates for the limited number of training awards will be based on merit. The Governments of Singapore and U.S. seek the understanding of the National Focal Point for Technical Assistance in the event that their nominee is not selected.

  • All applications are to be submitted online at http://go.gov.sg/mfa-smartcities-2020 by Thursday, 15 October 2020. Applications submitted online must be endorsed by the respective Ministry of Foreign Affairs or National Focal Point for Technical Assistance.
